Public comment notice flyer

The City of Monroe’s Stormwater Management Plan (SWMP) is now open for public comment through June 9, 2024.

The SWMP establishes and defines how the City will comply with its National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Phase II Stormwater Permit with North Carolina Department of Environmental Quality (NCDEQ). It also defines how the City will comply with the applicable provisions of the Clean Water Act to meet the federal standard of reducing pollutants in stormwater runoff to the maximum extent possible.

As part of the permit renewal process, the City updated its SWMP with best management practices to ensure the City meets criteria of the permit for the six minimum control measures:  Public Education & Outreach, Public Involvement & Participation, Illicit Discharge Detection & Elimination, Construction Site Runoff Controls, Post-Construction Site Runoff Controls, and Pollution Prevention & Good Housekeeping for Municipal Operations. The SWMP will be evaluated and updated annually to ensure that the elements and minimum measures it contains continue to provide for permit compliance and our community’s needs.

The public comment period is open until June 9. The renewed permit will be effective July 1, 2024 through July 1, 2029.
