SOLID WASTE NEWS-

Effective November 12, 2019 the City of Monroe’s Solid Waste ordinances have changed.  Changes are in bold below.

- Solid Waste or recycling carts placed at the curbside before 5:00 p.m. prior to the day of scheduled collection date or left after midnight on the day of collection may be issued a civil penalty of $25.  Failing to properly prepare or containerize solid waste or recycling for collection may be issued a civil penalty of $25. Violators shall be assessed a civil penalty based on the documented number of non compliance citations multiplied by the established fee in this section, not to exceed $500.

-Any person who places recyclables container at curbside earlier than 5:00 p.m. the day before the scheduled collection date or who fails to remove the container from curbside by midnight on the day of collection may be issued a civil penalty in the amount of $25.00. Any person who fails to properly containerize recyclables for curbside collection may be issued a civil penalty in the amount of $25.00. Any customer who repeatedly fails to properly prepare their recyclables container by placing solid waste within the container will be subject to removal of the recycling container by the solid waste contractor. Violators will be assessed a civil penalty based on the documented number of noncompliance citations multiplied by the established fee in this section, not to exceed $500.

-Any person who fails to prepare yard waste properly for curbside collection, or who places yard waste that is not eligible for collection at the curbside, may be issued a civil penalty of $50. Violators shall be assessed a civil penalty based on the documented number of noncompliance citations multiplied by the established fee in this section, not to exceed $500.

-Bulky Waste materials shall not be placed at the curb earlier than 5:00pm the day before the scheduled collection day and shall be removed by midnight on the collection day. A civil penalty in the amount of $100.00 may be issued to any person in violation of this section. Violators shall be assessed a civil penalty based on the documented number of noncompliance citations multiplied by the  established fee in this section not to exceed $500.

Special Service Assistance
The City of Monroe has a “special service” policy for residents who are unable to get their garbage and/or recyclables to the curb on their collection day. The Code of Ordinances, Chapter 55 Solid Waste, Section 55.05 (G) Exception for Backyard Collection states: “The City of Monroe may provide solid waste and recyclable backyard services to persons with disabilities provided no one in the residence or employed by the household is physically capable of moving the container from the backyard to the curbside. A doctor’s statement of disability will be required to substantiate existence of disability. Backyard garbage service will consist of only one pickup per week as established by the City. The City shall reserve the right to verify the need for extending the special services and to periodically reassess the need for such services”.
