Proclamation P-2024-10

WHEREAS, the Winchester Community of the City of Monroe has a long, rich, and important history; and

WHEREAS, the people of the Winchester Community have contributed greatly to the culture, diversity, economy, leadership, and overall quality of life of the City of Monroe; and

WHEREAS, as Mayor of the City of Monroe, it is my desire to form a multidisciplinary committee to make recommendations to the Monroe City Council on a redevelopment plan of action for the Winchester Community recognizing its rich history and while maintaining its cultural heritage.

NOW, THEREFORE, I, Robert A. Burns, by the virtue of the authority vested in me as Mayor and pursuant to §32.300 of the Monroe Code of Ordinances, do hereby create and establish the Winchester Revitalization Committee as a Mayoral Committee of the City of Monroe. The purpose of the Committee is to investigate and make recommendations to the Monroe City Council regarding redevelopment plans for the Winchester Community in keeping with its rich history and cultural heritage, and any other matters the Committee deems relevant. The Committee shall have up to twelve (12) months in which to conduct its business and make a final report with recommendations to City Council.

The Winchester Revitalization Committee shall be composed of Council Member Surluta Anthony, who will also serve as Chair; Council Member Julie Thompson; and myself, Mayor Robert A. Burns. The Committee shall be considered a public body and subject to all rules and regulations contained in the North Carolina Open Meetings Law (G.S. 143318.10 et seq.).
