Pinedell Avenue Culvert Replacement 

This stormwater improvement project aims to upgrade the existing culvert under Pinedell Avenue to allow more water to flow through the culvert in high rainfall events and to widen the roadway to two lanes. The existing single-barrel, 21-foot-long structure will be replaced with a new double-barrel, 60-foot-long structure to handle the amount of stormwater that flows through this crossing on Dry Fork Creek. With the widening of the roadway to a two-lane road, Pinedell Avenue should be much safer for day-to-day traffic. By having two culverts serving the crossing instead of one, the culvert is designed to safely pass the 100-year flood event. 

The City's contractor, United of Carolinas Inc., began work at Pinedell Avenue the week of July 21. Depending on weather conditions and supply timelines, this project could take four to six months to complete. During this time, Pinedell Road will be closed between Love Road and Old Charlotte Highway intersections to allow work to proceed. Electronic traffic notification signs have been installed on Love Road and Pinedell Avenue to alert drivers of the street closure.

February 13, 2026, Update
Taking advantage of acceptable weather conditions, the contractor was able to place the first of two asphalt surface layers this week. Paving of the final layer is scheduled for Wednesday, February 18, weather dependent. The following steps will be applying pavement markings and conducting a final inspection of the roadway to ensure the construction meets all NCDOT safety standards and specifications. The road opening is tentatively scheduled for the end of February 2026, pending completion of all final checklist items. In the meantime, Pinedell Avenue is closed to all traffic.
