What are the major benefits of GIS to the City of Monroe? History of GIS at the City of Monroe The City of Monroe is an enterprise GIS organization, meaning that geographic information is maintained in a central location and this information is shared inter-departmentally. GIS is maintained by the GIS Coordinator. The GIS Coordinator is a member of the IS Department staff. The current enterprise GIS environment has been deployed as a series of coordinated activities that support GIS Development in each of the participating departments. Until several years ago, the City kept most of the utility data in an AutoCAD system. The AutoCAD system maintained locations of each utility, but was limited in the amount of information that could be stored within the software. The Utility Departments expressed the need to take their data to a much higher level. They wanted the data to have a certain level of intelligence, thus enabling them to do complex analysis and mapping projects. It was the consensus of all City of Monroe Utility Departments that a GIS Program specific to their needs was the solution they were looking for. With this in place, the city is able to show copious amounts of information about each Utility. Now, the use of GIS at the City of Monroe is department-wide and used on a daily basis. GIS is used to enter, edit and maintain geographic data. GIS is also used to retrieve information from queries applied to the data, produce hard copy maps and tabular data and link to other databases. GIS is used as a tool for better decision making to support the achievement of city plans, policies and programs.
How does the City of Monroe Use GIS? • The Planning & Zoning Department uses GIS to collect and inventory the zoning areas, flood plains, land uses, trees and other. They use GIS to assist in the development and implementation of plans for the orderly growth and development of the City by preparing plans and reports to guide public and private development. • The Building Standards Department uses GIS to locate addresses where potential code violations may be occurring. • The Engineering Department uses GIS to collect an inventory of roads, sidewalks, bridges and conditions of all of these. They also use GIS to assist in storm water management, assist in infrastructure design and planning of sidewalks and roadways. Information on the City Cemeteries is maintained with the GIS Database. • The Fire Department uses GIS to assist in planning new fire stations as well as to map fire calls and record addresses of incident and medical care received. In addition, the fire department uses GIS to assist in fire hydrant maintainance planning. • The Police Department uses GIS to assist in the three broad categories of activities that consititute community oriented policing: crime analysis, patrol and administration. Crime analysis of incidents data leads to the identifying of ‘hotspots’, determining proximity to schools, and generating reports so that crime tracking and law enforcement planning can be performed. • The Gas Division uses GIS to inventory all the City owned and maintained gas features. In addition, GIS is used to analyze where gas features need to be repaired, replaced, and scheduled for maintanence. GIS is used to do complex analysis and mapping of these projects.
