Engineering Department Accomplishments
The Engineering Department provides services to the citizens
and residents of the City of Monroe. The responsibilities of the
Engineering Department includes the maintenance and growth of
the Monroe Airport, maintenance of City roadways, traffic issues,
City bridge maintenance and replacement, inspection of new subdivisions,
storm drainage, sewer and water installation, watershed facilities,
storm drainage improvements, City cemeteries, GIS mapping for
the City's Gas, Electric, Water and Sewer Departments, and special
City projects, such as the expansion of City owned parking facilities,
revitalization of Downtown Monroe streets and sidewalks, sidewalk
installation and revitalization, and the Monroe Corporate Center.

- Provided administrative and project management services for Phase II compliance of the Clean Water Act;
- Provided construction management services for 2004 Asphalt Resurfacing Project;
- Prepared plans and provided construction management services for turn lane along Walkup Avenue to serve the Operations Center;
- Coordinated Incident Management meetings with NC Department of Transportation, Monroe Police, NC Highway Patrol, and the Monroe Fire Department with manual developed showing detour routes and plan for US Highway 74;
- Continued inspection of new construction including watershed facilities, subdivisions, and utility services to commercial and residential sites;
- Provided project management services for the Fowler Secrest Road Bridge Replacement;
- Compiled specifications for street sweepers and tandem dump trucks;
- Reviewed access to Suncrest Cemetery, prepared recommendation, and secured entrances to Cemetery;
- Prepared study of three alternative alignments to address traffic congestion at James Hamilton Road and Rocky River Road;
- Provided project management services for new Street Division Facility;
- Completed update to the Standard Specifications and Detail Manual;
- Worked with Administration and City Council on Facility Planning for Scott Property;
- Continued to work with the Division of Aviation for additional funding of TIP projects and final approval of the Airport Layout Plan Update;
- Submitted AC quarterly reports to the Division of Aviation for the various airport projects;
- Continued to provide technical and management services for the Monroe Regional Airport;
- Provided project management for Perimeter Fencing Project;
- Provided project management services and oversaw closeout as required for the 2001 Airport Improvement Project and the Runway Lighting Rehabilitation Project;
- Completed estimate for expanding the present corporate area at the Monroe Regional Airport;
- Maintained NAVAID facilities at the Monroe Regional Airport and secured maintenance contract with ILS Technical Services to replace MilerTronics;
- Perimeter Fence Study/Completed schematic plans on new entrance road to Airport;
- Conducted City’s Air Awareness Program;
- Provided barricades for various events including Blooming Arts Festival, Downtown Monroe Mile Run, Christmas Open House, and Main Street Live events;
- Powell Bill maps and expenditure report completed and submitted to DOT;
- Developed plan for pre-treating City streets and other strategic areas with brine prior to anticipated winter weather events;
- Prepared application and received approval for Enhancement Grant along Franklin Street.
Objectives for the Coming Fiscal Year

- Continue to provide administrative and project management services for Phase II compliance of the Clean Water Act;
- Continue implementation and refinement of the Erosion Control Program;
- Implement program upon approval by City Council to address post-development flood control for commercial and residential construction;
- Develop a stormwater program in which our activities and goals comply with the Phase II requirements while meeting customer needs with regards to flooding and erosion;
- Develop a stronger GPS initiative to map out the City stormwater system by training existing personnel or outsourcing. Stream sampling stations will also be located simultaneously to construct a database when quality readings are taken with the Quanta instrument;
- Refine efforts to outsource a stream water quality inventory program over a 5-year period. The results would be used to re-write the Phase II permit at the end of its five-year term;
- Start a database of stormwater requests to target specific areas of the City which are prone to flooding. These areas would be studied as potential improvement areas utilizing outside funding for drainage improvement projects;
- Provide at least one development issue forum providing insight into the Erosion and Sedimentation Control Program and how it relates to the City's Phase II requirements;
- Work with DWQ and Union County to address water quality requirements for 401 Water Certification;
- Continue inspection of new construction including watershed facilities, subdivisions, and utility services to commercial and residential sites;
- Design and construct sidewalk, paving, drainage, and other street-related infrastructure improvements in accordance with priority guidelines established by Council;
- Complete construction of the Fowler Secrest Road Bridge Replacement Project, Charlotte Avenue Widening, and the Franklin Street Enhancement Grant;
- Continue to work with the Division of Aviation for additional funding of TIP projects and final approval of the Airport Layout Plan Update;
- Continue to fine-tune the operations of the Street Division in sign maintenance, concrete construction, storm drain improvements, street sweeping, and full-depth patching;
- Continue to provide technical and management services for the Monroe Regional Airport.

- Continued to emphasize training of Staff with two Street Division Crew Leaders becoming Road Scholars with an Engineering Department inspector presently in this training process;
- Continued to explore ways to better maintain City Streets - i.e., asphalt zipper;
- Continued maintenance of drainage facilities within the City streets including catch basin routes;
- Continued to emphasize full-depth patching with full-depth repairs on various City Streets;
- Raised berm at shooting range;
- Provided periodic maintenance of fallout ditches;
- Developed plan for pre-treating City streets and other strategic areas with brine prior to anticipated winter weather events;
- Researched and implemented using asphalt speed cushions for traffic control along City streets.

- Continue maintenance of municipal streets;
- Continue to improve roadside ditches with piping and drainage when possible to enhance roadside safety;
- Replace and upgrade cross drains as required to accommodate storm water runoff;
- Continue to review and replace street signage;
- Continue to repair broken or damaged sidewalk within the Downtown Monroe area and complete project to replace deteriorated sidewalk along Walkup Avenue;
- Develop program to reclaim or re-build 16,000 minimum linear feet of roadway from May 2005 to August 2005 by the Street Division;
- Sweep US Highway 74 two times - April 2005 and November 2005;
- Continue to fine-tune the operations of the Street Division in sign maintenance, concrete construction, storm drain improvements, street sweeping, and full-depth patching.
